Does Hyper-V actively block connections between local client and server?

If I had hair I’d be pulling it out.  We have Windows 10 Pro workstations running proprietary software in Hyper-V on XP and Windows 7 VMs.

One workstation has an XP client on the same subnet that cannot open shared folders or even ping each other. Both are able to connect to other computers on the network and it is easy to remote into the VM on other workstations, but impossible on the local
host.

The SMB vs 1 is enabled on the Windows 10 machine.

The Windows 7 VM is on the same virtual network and has no problems.

The question is in the title: Does Hyper-V actively block connections between local client and server? If so, how do I enable/disable this "feature?"
