CTRL ALT DELETE does not work from Hyper-V Console

I  have a Windows 2008 R2 SP1 VHD that was created and running on a Windows 2008 R2 Standard machine for some time with no issues.  Last night I shut down the guest os and copied the vhd to a new Windows 2008 R2 Enterprise server.
Now everything seems fine except for CTRL ALT DELETE using the Hyper-V console.  I am able to rdp in.  Other guests on the same server are working as expected.  I have read many of the other posts and none really seem to fit our issue.
Any suggestions?
