Can not connect to CD image to load OS–Hyper-V R2

I have Hyper-V R2 server being managed with Hyper-V Manager on a Windows 7 PC.  Everything is atleast at RTM version.  When I try to connect to my OS ISO file I recieve the error
"error applying DVD drive changes" failed to add device "Microsoft Virtual CD/DVD Disk". User Account Does not have permissions to open attachment.

So in Hyper-V Manager I go to settings in my VM and then to IDE controler>DVD drive.  I then choose image file and point to the ISO that is on the Windows 7 machine that I am running Hyper-V manager off of.  It can see the file with no issues but generates the above error when I click apply.  The ISO file is wide open with "full control>everyone" permsissons.  I do not want to move the file to the Hyper-V host but want to get it going this way.  The Hyper-V host and the Windows 7 computer running Hyper-V manager are part of the same work group.  Has any one come across this before?
